Legal Awareness as The Foundation of Social Justice in Indonesia
Abstract
Legal awareness constitutes a fundamental prerequisite for achieving social justice because it enables citizens to understand, exercise, and protect their legal rights while fostering voluntary compliance with the rule of law. Despite Indonesia's commitment to constitutional democracy and legal equality, significant disparities in legal literacy, access to justice, and institutional effectiveness continue to limit the realization of equitable legal protection, particularly among marginalized communities. This study aims to examine the contribution of legal awareness to social justice in Indonesia, identify the principal factors influencing its development, and formulate strategies for strengthening legal awareness as a foundation for sustainable social justice. Employing qualitative library research, the study analyzes secondary data derived from scholarly publications, legal regulations, government documents, and relevant academic literature using descriptive and thematic analysis. The findings demonstrate that legal awareness contributes to social justice not merely by increasing knowledge of legal norms but by cultivating responsible citizenship, strengthening public trust in legal institutions, encouraging voluntary legal compliance, and expanding meaningful access to justice. The development of legal awareness is shaped by multiple interconnected factors, including education, family environment, cultural values, law enforcement quality, socioeconomic conditions, digital literacy, public access to legal information, and government policy. The study further argues that strengthening legal awareness requires an integrated strategy combining legal education, institutional reform, digital innovation, community participation, legal aid expansion, and collaborative governance. The novelty of this study lies in reconceptualizing legal awareness as a collective social value rather than merely an individual cognitive capacity, positioning it as a strategic instrument for promoting inclusive legal culture, democratic governance, and sustainable social justice in Indonesia.
